Combine soy sauce, water, salt, white pepper, sugar, and meat. Place crushed garlic and grated ginger root in cloth bag (cheese cloth type). Place bag in soy sauce and water mixture. Place covered, in refrigerator for 6-8 hours (reduce water to reduce soaking time if desired). Simmer meat with some of the juice in a fry pan till tender. The juice not used to simmer meat can be saved and reused. Serves 4-6.
