I can't quite make it out - could be for removing pickles/olives from a jar - if the sides are cut off - looking at the very first picture it almost looks like it could "hang" on the side of a jar for filling it

not knowing how "strong" it is - possible ice cream scoop - can't be a gravy ladle - do the sides turn up - that's what it looks like -

got me thinking - could be a scoop - or a butter scoop
are there any names or markings on the scoop or the wood?
the fact that it is "sideways" it has to be some sort of a scoop
(geez make me think..........my poor brain cells - LOL!)

Never seen one before, but looks like either an ice cream or a butter scoop or something of that texture. Looks like the "spoon" is dragged along the surface which causes whatever to curl up on the spoon.
