Preheat oven broiler. Arrange peppers on a broiler pan. Broil peppers on all sides until they blacken and blister. Remove peppers and place in brown paper bag. Close bag tightly and let peppers stand 15-20 minutes. Peel peppers and remove seeds. Tear peppers into strips. Place in bowl. Stir in fresh minced garlic, salt, pepper, olive oil, and dried parsley flakes. Refrigerate and enjoy as they are, or on sandwiches.
